异国使臣叶千瑶带着“得独孤者得天下”的占卜预言前来朝贡，皇帝派遣左昭仪银氏接待，同意她们在到访期间可以随意游览长安，期间结识了大将军独孤信；与此同时，皇帝看到占卜的“独孤天下”预言，深感不安，于是召来仙长玄龙子，解读预言。随之而来的是一桩桩涉左昭仪等朝廷要员的离奇的案件，原来真正的使团早已在半路遇到击杀，而因冤案流落的叶千瑶乘机假扮身份，冒充异国使臣就是为了重回长安为自己父亲的死查明真相，独孤信身为长安密探组织锦麟士统领，接受皇帝密旨调查案件，与叶千瑶组队不断探究真相，随着案件的深入终于揭开了双头幻术的谜底，解除危机，挽救了朝廷与众生。。This film took the top honor at the 1969 Berlin Film Festival.
